The Brussels Citizens' Assembly (BCA) is the first political institution in Brussels to consist entirely of citizens drawn by lot. Its ultimate goal is to obtain a status and power similar to that of the current Brussels parliament, but completely independent of it.

The Brussels Citizens' Assembly is composed of Brussels citizens drawn by lot. This draw is statistically representative of the population in terms of age, gender and education level. The assembly is deliberative as it is based on a diversity of opinions whose exchange is facilitated, allowing for the further development of these ideas. Finally, the assembly is intended to be participatory, in the sense that every resident of Brussels has a real chance to take an active part in the decision-making process.

The Brussels Citizens' Assembly is organised by the Agora citizen mouvement.
